Position Summary:

The General Manager (GM) functions as the senior executive and chief operating leader of Lake Monticello Owners’ Association (LMOA), a large and complex rural residential community consisting of approximately 4,500 homes and more than 10,000 residents representing close to 40 percent of Fluvanna County. LMOA encompasses a diverse range of community amenities, infrastructure, revenue-generating operations, and resident programs. Lake Monticello is effectively a small city in a rural setting.

Reporting directly to the LMOA Board President, the role balances high-level corporate management with hands-on community relations to maintain property values, optimize large-scale amenities, and foster a vibrant residential culture.

LMOA is a diverse and highly engaged community whose residents bring a wide range of backgrounds, experiences, perspectives, ages, interests, and expectations. The GM must foster an environment in which residents feel welcomed, respected, heard, and included, while ensuring that Association policies, rules, services, and opportunities are administered fairly, consistently, and equitably. The GM must also work effectively within the framework of the Property Owners’ Association Act (POAA), ensuring that Association governance, policies, operations, and decision-making are conducted in accordance with applicable statutory requirements while maintaining transparency, accountability, and trust throughout the community.

Lake Monticello benefits from a highly involved volunteer community, with residents contributing thousands of hours through committees, clubs, events, and other volunteer activities. The GM must recognize volunteers as an essential extension of the community and work collaboratively with them while maintaining appropriate boundaries between volunteer, Board, and management responsibilities. Building strong relationships with volunteers and harnessing their knowledge, energy, and commitment is an important component of the GM’s role in maintaining a vibrant community.

This position requires exceptional leadership, sound judgment, financial acumen, project management expertise, communication skills, diplomacy, and community awareness. The GM must effectively develop long-range strategies, oversee complex contracts and capital projects, lead employees, advise the Board, address resident concerns, collaborate with volunteers and stakeholders, and respond decisively to operational and community challenges.

As a highly visible community leader, the GM serves as a key connection among the

Board of Directors, employees, residents, volunteers, contractors, government

agencies, emergency services, and the broader community. The GM is expected to lead

with integrity, transparency, consistency, accountability, and respect while exercising the

professional judgment necessary to manage a complex community.

The GM oversees five operational departments with approximately 45 employees, three

major service contracts supporting three additional operational functions, and more than

50 active contracts and vendor relationships.The position requires experience in

contract management, vendor oversight, project management, budgeting, capital

planning, and organizational leadership. The GM must be able to effectively manage

projects from initial concept and feasibility analysis through budgeting, procurement,

implementation, completion, and ongoing evaluation, while ensuring projects are

delivered on time, within budget, and in accordance with established quality and

community standards.

The GM has broad responsibility for the Association’s community assets and

revenue-producing operations, including the golf course, pool, food and beverage,

recreational facilities, infrastructure and other amenities as well as public safety,

facilities and operations and lake health. This requires an executive who can balance

daily operational demands with long-term planning and stewardship of significant

physical and financial assets. While accountable for all areas of Association

performance, the General Manager's primary focus is strategic leadership, governance

support, financial stewardship, organizational leadership, and long-term planning.

Principal Duties and Responsibilities:

● Board Governance & Strategic Leadership

• Ensure LMOA operates in compliance with POAA governing documents, LMOA

Policy Manual, and applicable federal, state, and local laws.

• Advise and support the Board of Directors through operational analysis, strategic

planning, fiduciary responsibilities, industry best practices, and emerging trends

affecting community associations.

• Directs the implementation of the Board-approved strategic plan, aligning LMOA

resources, departmental priorities, budgets, and operations with established

strategic objectives and ensuring measurable progress toward LMOA’s long-term

goals.

• Work with the Board President to foster productive staff-Board relationships,

maintaining appropriate roles and boundaries between governance and

management while encouraging mutual respect and cooperation.

● Technology Leadership & Organizational Modernization

• Advise the Board on technology trends and modernization opportunities.

• Improve operational efficiency through technology.

• Support cybersecurity awareness and technology risk management.

• Promote process improvement and innovation.

• Encourage data-driven decision making.

● Financial Stewardship, Enterprise Risk Management & Asset Lifecycle

Planning

• Directs and oversees the development of LMOA’s annual operating and reserve

Budgets.

• Execute LMOA’s annual operating budget as passed by the LMOA Board

including monthly, quarterly and annual financial statements to the Board with a

proactive variance analysis projecting end of year results.

• Lead long-term planning, asset lifecycle management, reserve funding

strategies, and major infrastructure restoration projects.

• Manage and invest available operating and reserve fund cash in accordance with

LMOA Policy and Board and committee guidance to optimize return on

investments.

● Organizational Leadership & Talent Development

• Recruit, hire, train, and mentor a high-performance onsite team, including

department heads (Assistant General Manager and Communications, Finance,

Facilities and Operations, Administration, and Public Safety).

• Implement clear key performance indicators (KPIs) and execute annual

performance evaluations.

• Directly collaborate with the various volunteer committees of the Board to

leverage the committee’s expertise in meeting the annual and long-term

community objectives.

• Build a customer-centric work environment focused on accountability and

professional growth

• Provide leadership to strengthen staff performance through executive coaching

and mentoring, professional development, teamwork, organizational culture, and

effective staff–Board relationships.

● Operations & Asset Management

• Oversee lake management initiatives, including lake health, water quality,

shoreline maintenance, stormwater concerns, and environmental compliance.

• Manage large-scale recreational facilities (e.g., clubhouses, pool, golf course,

beaches, racquet sport courts).

• Oversee the upkeep of extensive common areas, landscaping, private roads, and

physical plants.

• Lead competitive bidding processes, negotiate high-value vendor contracts,

supervise external contractors, and manage projects.

• Develop and maintain a robust risk management plan.

• Provide executive oversight and prioritization of infrastructure, facility and capital

improvement investments.

● Community & Stakeholder Relations

• Direct comprehensive communication strategies, including community websites,

newsletters, alerts, and social media platforms.

• Fairly and consistently administer rules, design guidelines, and architectural

review processes.

• Act as a high-level mediator for escalating resident issues and stakeholder

disputes.

• Serve as a visible and approachable leader within the community.

• Develop and nurture relationships within the greater community.

Required Qualifications:

• Bachelor’s degree in Business Administration, Public Administration, Community

Association Management or related field required.

• Minimum of 10+ years of progressive senior leadership experience in community

association management, municipal management, hospitality, operations

management, or related executive leadership roles.

• Documented success managing a community, entity or long term contracts with a

minimum $5m annual budget.

• Strong financial, operational, and strategic planning experience.

• Knowledge of Property Owners’ Association Act (POAA) governing documents.

• Excellent interpersonal, leadership, conflict resolution, and public communication

skills.

• Experience leading organizations through change, including communicating the

rationale for change, anticipating and addressing resistance, engaging

stakeholders, and ensuring successful implementation.

Preferred Qualifications:

● Master’s degree preferred

● CMCA, AMS or PCAM designation is strongly preferred.

● Documented ability to effectively manage sensitive situations and competing

priorities in a highly visible public-facing role.

● Demonstrated experience collaborating with city, county and state governments

to achieve organizational goals.

● Experience implementing strategic plans.

● Experience managing reserve-funded infrastructure programs.

● Enterprise risk management experience preferred.
